Menu Campaings → Phone Campaigns

When I click ‘Create new’ → I get propt saying I'm not an owner:

= I cannot purchase a number being and admin and not an owner
Going to Settings → Phone Numbers makes purchasing phone number possible

Can we unify it, so that Create New button would work the same as in menu Phone Numbers? I've had cases where it made path to purchasing phone number unnecessary long.
